Estill County Board Of Education
Estill county board of education has agreed to let the Fentress Co. Sheriff's Office begin their school resource officer program.
In a formal vote this week, the board officially agreed to assign a school resource officer to all Fentress County Schools as of Monday, April 3, at a cost of $89,000.
The decision was based on the recommendation of a school board committee that included Superintendent Cindy Wigley and Sheriff Clark Millsap.
That decision comes after three meetings between the two.
In those meetings, Sheriff Millsap proposed that the school districts at those schools would pay for the cost of the officer with funds already allocated to the sheriff's office budget.
That department currently funds about half of the cost of each school resource officer and the remainder of the cost is funded through the local community.
The SROs receive an hourly rate of $65 while off-duty, but in school, they receive a $4.50 per hour increase.
Each district also receives some educational benefits from the program, for a cost of about $800 per SRO.
Once the officer begins, deputies will rotate through the school to help ensure familiarity with the schools and administration and to allow the program to run smoothly.
Sheriff Millsap shared his concerns with the committee that without an officer in the schools, deputies would be tied up in daily court cases which would hinder the school's ability to operate.
The vote was unanimous and the sheriff's office will now enter into a contract to begin the program, which is designed to improve safety and security in our schools.
Schools participating include White Pine Elementary, Craigmont Elementary, Clarkrange Elementary, Center Elementary, Lexington Elementary, Meigs Elementary, Green Valley Elementary, Westview Elementary, and Winfield Elementary.
Sheriff Millsap is grateful for the generous donations from local businesses, community members, and churches that have helped make this a reality and thanked Superintendent Wigley and Board President Hilda Starling for their support.

The Fentress Co. Sheriff's Office has an outstanding and experienced staff of sworn deputies that would be of great help with the SRO program.
The county's funding for the SRO program came from an emergency funds balance, not a general fund appropriation.
